"Horus increases the attack of Axemen as they lose hitpoints, and makes them stronger against buildings."
In-game description
Axe of Vengeance is an Egyptian myth technology that is available to worshipers of Horus and can be researched at the Barracks. Once researched, it triples the damage Axemen do to buildings, and causes them to deal more damage when missing hit points. For example, at 50% hit points, they gain +25% attack.

History
